A Kamilaroi and Dharug man, Noel has dedicated much of his 30-year professional life to improving the lives of First Australians. Noel is Managing Director of Winangali.

Winangali is a Supply Nation-certified and registered Indigenous business. Rowland and Winangali’s business relationship spans more than 15 years.

Throughout this time, Winangali and Rowland have worked together on numerous projects across a variety of sectors including government, social and transport infrastructure, entertainment, health, destination marketing, and construction.

Noel has been responsible for overseeing many national Indigenous communication, engagement, research and evaluation projects involving Aboriginal and Torres Strait Islander peoples. Noel’s epistemological position is that all of Australia’s First Nations’ people must benefit from programs and initiatives involving them, and this includes enabling the self-determination of their futures.

Noel has demonstrated expertise and experience in:

  • Engagement with Aboriginal and Torres Strait Islander people, communities and organisations in a self-determining way
  • Management of evaluations of complex government programs and services
  • Design and implementation of evaluation frameworks and tools
  • Development of culturally appropriate and ethical engagement methodologies
  • Delivery of high-quality project deliverables on time and within budget.

Recent projects Noel has worked on that demonstrate this experience include:

  • Evaluation of the Indigenous Cadetships Support/Tailored Assistance Employment Grants program (National Indigenous Australians Agency)
  • Evaluation of the Aboriginal Children in Aboriginal Care and Transitioning Aboriginal Children to Aboriginal Community Controlled Organisations programs (Victorian Department of Health and Human Services)
  • Development of a Wellbeing Outcomes Framework for Queensland Aboriginal and Torres Strait Islander families and children (Queensland Department of Child Safety, Youth and Women).
